Find Out if Your Special District is Past Due in Filing its Fiscal Year 2008 Annual Financial Report with the Department of Financial Services
~ Was Due By September 30, 2009 ~
Reminder! The Annual Financial Report covering the fiscal year most special districts use - October 1, 2007 through September 30, 2008 - was due to the Department of Financial Services by September 30, 2009.
In addition, if required, the Annual Financial Audit Report covering the same period was due to the Auditor General by September 30, 2009.
Fiscal Year 2008 Annual Financial Report
Any special district that did not file its fiscal year 2008 Annual Financial Report with the Department of Financial Services within one year after its fiscal year end (September 30 for most special districts) is late. If your special district is late, file it as soon as possible to avoid:
- Being reported to the Joint Legislative Auditing Committee
- Receiving a warning letter from the Department of Community Affairs
- Facing potential enforcement, which will be very expensive for the special district
How to Find Out if Your Special District is in Noncompliance with the Annual Financial Report
- Visit the Florida Department of Financial Services - Reports web page.
- Under "Select A Year", select "2008".
- Under "Select A Report", select "Non-Compliant Governments".
- Click on the "Get Report" button.
- A report, in pdf format will open.
- Scroll down to the "Special District" header.
- If your special district is listed, check the column to the right.
- If a date is listed, the report was filed - but it was filed late. Please take steps to make sure your special district files its next Annual Financial Report before the deadline. - If a date is not listed, the special district has not yet filed its fiscal year 2008 Annual Financial Report. See instructions below to find out how to come into compliance.
Instructions for Independent Special Districts
Submit the Fiscal Year Annual Financial Report to the Department of Financial Services as soon as possible.
How to Submit an Annual Financial Report to the Department of Financial Services
- Go to the following website: Florida Department of Financial Services, Bureau of Local Government.
- Look for the link called "Local Government Electronic Reporting".
- Complete and submit the Annual Financial Report online.
- Email an electronic copy of your fiscal year 2008 Annual Financial Audit Report, if required, to Localgov@myfloridacfo.com. Instructions for Dependent Special Districts
If the Dependent Special District Has Not Submitted its Financial Data to the appropriate County or Municipality
- Contact the appropriate county or municipality and submit the required financial data to them as soon as possible. Ask them to submit the data to the Department of Financial Services. Take steps to make sure that next year your special district provides its financial data to the appropriate county or municipality in time to be included in their Annual Financial Report.
If the Dependent Special District Has Submitted its Financial Data to the appropriate County or Municipality
- Contact the appropriate county or municipality to find out if they submitted the special district's financial data to the Department of Financial Services.
- If they did submit the financial data, the special district or the county or municipality should contact the Department of Financial Services and provide them with specific details relating to the submission of the financial data (for example, the date they submitted the report, any email or other confirmation received acknowledging submission).
- If they did not submit the financial data, contact the Department of Financial Services at Localgov@myfloridacfo.com or 850-413-5571 to discuss how to proceed.

Fiscal Year 2008 Annual Financial Audit Report Reminder
Any special district that met the threshold during fiscal year 2008 requiring a financial audit should have mailed two copies of its Annual Financial Audit Report to the Auditor General and e-mailed one electronic copy to flaudgen_localgovt@aud.state.fl.us by September 30, 2009 at the latest. For more information on the threshold, see Special Districts That Must Provide For An Annual Financial Audit in the Florida Special District Handbook Online. If your special district has not yet filed its Fiscal Year 2008 Annual Financial Audit Report with the Auditor General, file it as soon as possible to avoid:
- Being reported to the Joint Legislative Auditing Committee
- Receiving a warning letter from the Department of Community Affairs
- Facing potential enforcement, which will be very expensive for the special district
How to Submit an Annual Financial Audit Report to the Auditor General
- Go to the following website: Florida Auditor General - Rules and Guidelines - Local Government.
- Look for the "Local Governmental Entity Audit Report Submittal Checklist".
- Complete the checklist and forward the Annual Financial Audit Report to the mailing address shown on page 2 of the checklist.
