Non-Districts (pdf) - This is an informal and incomplete list of various entities, county government Municipal Service Taxing Units/Municipal Services Benefit Units, and financing mechanisms that the Department has determined are not special districts within the meaning of Chapter 189, Florida Statutes. For financial reporting purposes, determining eligibility in state programs, and other reasons, state and local agencies occasionally ask the Department to determine whether certain entities meet the definition of a special district. When they do not, we add them to this list and provide the reason they do not meet the definition. The list also contains some old districts that were dissolved before the Department had its existing special district database management system.
