Welcome to the Florida Special District Handbook Online!
The Department of Community Affairs, Special District Information Program, maintains and updates the Florida Special District Handbook Online to help special districts, municipalities, and counties comply with the Uniform Special District Accountability Act of 1989 (Chapter 189, Florida Statutes - Special Districts: General Provisions).
In addition, approximately 15 state agencies regularly contribute material and provide updates to help special districts understand and comply with other state requirements as they relate to special districts (see Acknowledgements below).

If you are unable to find the answer to your question, please call the appropriate state specialist directly. The Reporting Requirements Summarized and Direct Contacts For Additional Information page provides direct contact information for each topic.
Updates
The Department updates the handbook as it becomes aware of changes. Each year, usually after July 1 when most new laws become effective, the Department asks the agencies contributing to the handbook to provide any needed updates.
The most recent thorough review and update was completed during August 2009. During this time, two new sections were added:

Printable Version
By popular request, the Department developed a printable version of the Florida Special District Handbook Online. Please keep in mind, however, that the Florida Special District Handbook Online is designed to be an online tool, not a document for printing.
The Florida Special District Handbook Online features numerous links to other sections of the handbook, online reporting systems, and other web sites, including relevant statutes and rules. The Department encourages users to use the online version. If you would like to print something, consider printing only the page or pages you need directly from your web browser. This will ensure that you are printing the most up-to-date version available. The pdf version is not regularly updated and the links will not work.
